In this quote, Ayn Rand is explaining her view that money serves as a tangible representation of the principle of voluntary exchange between individuals. For people to engage in beneficial interactions and trade, they must do so on a basis of each party providing something of value to the other.
Money acts as a commonly accepted medium that allows this trade to take place, with each person giving value in the form of goods, services or labor that they have produced, in exchange for receiving money which represents this value and can then be used to acquire other things they want or need from others.
So Rand sees money as the practical means by which free individuals can deal with one another through mutual gain based on this principle of each side offering value to obtain value in a reciprocal transaction.
