In this verse from the Talmud, there is a message about making promises lightly. The best interpretation is that by making a promise, one incurs an obligation or “debt” to fulfill that promise. The Talmud is advising that one should not promise to do something unless they are very confident they can and will follow through on it.

Making promises carelessly and without being sure you can keep your word essentially puts you “in debt” to the person or cause you promised.

So this verse encourages people to only promise something if they are committed to seeing it through, rather than making promises rashly or without serious intent to keep their commitment.
