Saul Bellow is suggesting that some evils, like money and war, have a way of persisting even after we recognize and identify them as problems. Even though we are aware of the harms that can come from an overemphasis on money or the horrors of war, the underlying forces and incentives that drive these phenomena are so deeply ingrained that they have proven able to continue on, essentially surviving efforts to curb or eliminate them.
His quote implies that money and war have a resilience and ability to adapt that allows them to remain problematic aspects of human societies, despite our best efforts to reform or do away with the negative aspects of each.
