The prosecutor Biden was referring to was Viktor Shokin. Shokin was Ukraine’s prosecutor general at the time, and the U.S. and other international institutions had concerns that he was not pursuing corruption investigations vigorously enough.

By threatening to withhold $1 billion in loan guarantees, Biden was communicating the U.S. government’s position that Shokin needed to be replaced for Ukraine to receive the financial aid. Biden carried out this threat during a visit to Kiev in 2016.
