This quote suggests that as one accumulates wealth over time, they inevitably accumulate enemies as well who are envious or resentful of their success and prosperity.

C.H.B. Kitchin seems to be pointing out that the more wealthy a person becomes, the larger the number of people grows who would benefit from their death through inheritance or by removing a competitor.

So one “penalty” of attaining great wealth, according to this quote, is having more individuals who wish you ill or even desire your demise simply due to your possessions and status.
