Bill Vaughan is saying that while money would be an ideal Christmas gift since most people can use money, the problem is that you cannot put money on a credit card to buy as a gift. In the past, before things like gift cards, the only way to give money as a gift was with physical cash.

But you cannot charge cash to a credit card to pay for it. So his quote is pointing out the irony that money is a very practical gift but difficult to purchase or “charge” as a gift using credit.
