Robert Doisneau seems to be saying that chance encounters or opportunities in life cannot be bought or forced, but rather must be earned through the spending of one’s time. He’s making a distinction between “wasting time” and “spending time”.
To “spend time” means to actively live your life, put yourself out there, meet people, try new things, explore interests, gain experiences. By filling your life this way, it increases the chances of unexpected opportunities arising. But it requires an investment of your time, not just idly passing time.
So in essence, Doisneau is saying you cannot directly purchase chance, luck, or opportunity, but you can increase your odds of it happening by fully engaging in and “spending” the time you have, rather than wasting it.
