This quote suggests that different socioeconomic classes serve purposes related to one another’s perceptions and psychology, rather than necessarily reflecting natural or just hierarchies. It implies the middle class exists mainly to give the poor class something to aspire to and hope for through upward mobility.

Meanwhile, the poor class is meant to make the rich class feel superior and “special” by comparison. And the rich class serves to keep the middle class from feeling too arrogant or secure by reminding them of greater wealth above them.
