The prosecutor Biden was referring to was Viktor Shokin. Shokin was Ukraine’s prosecutor general at the time, and the U.S. and other international institutions had concerns that he was not pursuing corruption investigations vigorously enough.
By threatening to withhold $1 billion in loan guarantees, Biden was communicating the U.S. government’s position that Shokin needed to be replaced for Ukraine to receive the financial aid. Biden carried out this threat during a visit to Kiev in 2016.
After Biden’s threat, the Ukrainian Parliament voted to remove Shokin from office. However, some conservatives have argued that Biden did this to protect his son Hunter Biden, who served on the board of a Ukrainian gas company that Shokin had investigated. But there is no evidence that Hunter Biden was specifically targeted by Shokin’s investigation.
