This Robert Frost quote is criticizing banks for only being helpful when times are good but not when people truly need assistance. When the weather is fair (economic times are good), banks are willing to “lend you an umbrella” by providing loans and lines of credit.

However, when it begins to rain (economic times turn bad), banks demand the return of those loans and credit, even though that’s when people need support the most.

So the quote suggests that banks are not really there to help people through difficult financial times.
