This quote from Francis Moore seems to be criticizing what ordinary people experience after a long period of war. The battles have left both sides tired from fighting each other. When they finally make peace, Moore questions what benefits the common people receive.
His answer is that they are left with increased taxes to pay for the war, many widows who have lost their husbands in battle, injured soldiers who receive “wooden legs” as prosthetics, and growing national debt from the costs of fighting the war. Overall, Moore seems to be saying that while the political leaders and generals may find peace, ordinary citizens are still left suffering the financial and personal consequences of the conflict for a long time after it ends.
