In this quote, Oscar Wilde is drawing a metaphor comparing good resolutions to checks drawn on a bank with no funds.

The implication is that making good resolutions is essentially pointless if one does not actually have the willpower, discipline or means to follow through on them. Just as a check from an empty bank account would bounce, fine intentions or plans for self-improvement are hollow if the individual lacks the genuine ability or “account” needed to carry them out in reality.

So Wilde seems to be suggesting that simply having good resolutions means little unless one has the true commitment, character or resources within themselves to back up those resolutions with concrete actions and results.
